Bizkaia and, specifically, operates as a day service aimed at supporting the emancipation processes of young people aged between 18 and 23 who are leaving the child protection system and lack stable adult reference figures.<br data-start=%22414%22 data-end=%22417%22 \/>The agreed program consists of a day service to address the social inclusion needs of young users of the Inclusion Service, offering them a set of technical, multipurpose services designed to prevent or alleviate social exclusion and to support their emancipation process through individualized accompaniment in their inclusion journey.<br data-start=%22753%22 data-end=%22756%22 \/>It provides the physical reference framework from which intervention with young people is channeled, ensuring that they receive the necessary technical services and supports based on their identified or diagnosed needs.<br data-start=%22975%22 data-end=%22978%22 \/>In this regard, the service is not conceived merely as a physical space where users must spend the day, but rather allows for interventions beyond the center itself and within their usual environment.<br data-start=%221178%22 data-end=%221181%22 \/>The day service develops intervention processes with young people living in the community, either independently or in other contexts.<br data-start=%221314%22 data-end=%221317%22 \/>Accordingly, the day service is not intended as a support structure for young people using residential services, except during the phase of disengagement from such services prior to their transition to independent living.<br data-start=%221538%22 data-end=%221541%22 \/>It falls within the youth care strategy of the Directorate-General for Social Inclusion, as outlined in Articles 46 and following of Provincial Decree 59\/2019 of May 21, which regulates the procedure for specialized intervention in social inclusion.<br data-start=%221790%22 data-end=%221793%22 \/>The program offers the following technical services, to the nature of its intervention, it adds value to public service provision by offering care that is:<br \/>a) <strong data-start=%222338%22 data-end=%222354%22>personalized<\/strong>, adapting services and interventions both within and across services to each person\u2019s needs and development<br data-start=%222462%22 data-end=%222465%22 \/>b) <strong data-start=%222468%22 data-end=%222485%22>comprehensive<\/strong>, by combining different services and assuming a social accompaniment role that may span more than one public responsibility area<br data-start=%222614%22 data-end=%222617%22 \/>c) <strong data-start=%222620%22 data-end=%222634%22>continuous<\/strong>, by anticipating evolving needs and innovating in responses<\/p>\n<p data-start=%222698%22 data-end=%222815%22>The program has been operating since May 2022 and offers a maximum of 25 places with low to medium support intensity.<\/p>\n<p>\u00bb content_fr_fr=\u00bb<\/p>\n<p data-start=%222839%22 data-end=%224799%22>Le programme BIDAIDE s\u2019inscrit dans la strat\u00e9gie jeunesse de la D\u00e9putation Forale de Biscaye et, plus pr\u00e9cis\u00e9ment, se structure comme un service de jour destin\u00e9 \u00e0 soutenir les processus d\u2019\u00e9mancipation des jeunes \u00e2g\u00e9s de 18 \u00e0 23 ans qui quittent le syst\u00e8me de protection de l\u2019enfance et ne disposent pas de figures adultes de r\u00e9f\u00e9rence stables.<br data-start=%223182%22 data-end=%223185%22 \/>Le programme convenu consiste en un service de jour pour r\u00e9pondre aux besoins d&#8217;inclusion sociale des jeunes utilisateurs du Service d&#8217;Inclusion, en leur offrant un ensemble de prestations techniques, \u00e0 caract\u00e8re polyvalent, visant \u00e0 pr\u00e9venir ou att\u00e9nuer les situations d&#8217;exclusion sociale et \u00e0 soutenir les processus d&#8217;\u00e9mancipation, avec un accompagnement individualis\u00e9 dans leur parcours d&#8217;inclusion.<br data-start=%223587%22 data-end=%223590%22 \/>Il constitue le cadre physique de r\u00e9f\u00e9rence \u00e0 partir duquel est men\u00e9e l\u2019intervention aupr\u00e8s des jeunes, en leur fournissant les prestations techniques et les soutiens n\u00e9cessaires selon les besoins identifi\u00e9s ou diagnostiqu\u00e9s \u00e0 chaque moment.<br data-start=%223831%22 data-end=%223834%22 \/>\u00c0 cet \u00e9gard, le service n\u2019est pas con\u00e7u uniquement comme un espace physique o\u00f9 les usagers doivent passer la journ\u00e9e, mais permet d\u2019articuler l\u2019intervention au-del\u00e0 de la structure elle-m\u00eame, dans leur contexte habituel.<br data-start=%224054%22 data-end=%224057%22 \/>Des processus d\u2019intervention sont ainsi mis en \u0153uvre avec des jeunes vivant dans la communaut\u00e9, soit de mani\u00e8re autonome, soit dans un autre cadre.<br data-start=%224204%22 data-end=%224207%22 \/>En ce sens, le service de jour n\u2019est pas pr\u00e9vu comme structure de soutien aux jeunes b\u00e9n\u00e9ficiant de services r\u00e9sidentiels, sauf durant la phase de d\u00e9sengagement pr\u00e9c\u00e9dant la transition vers une vie autonome.<br data-start=%224414%22 data-end=%224417%22 \/>Il s\u2019inscrit dans la strat\u00e9gie d\u2019attention aux jeunes de la Direction G\u00e9n\u00e9rale de l\u2019Inclusion Sociale, telle que pr\u00e9vue aux articles 46 et suivants du D\u00e9cret Foral 59\/2019 du 21 mai, r\u00e9gulant la proc\u00e9dure d\u2019intervention sp\u00e9cialis\u00e9e en mati\u00e8re d\u2019inclusion sociale.<br data-start=%224680%22 en innovant dans les r\u00e9ponses<\/p>\n<p data-start=%225654%22 data-end=%225777%22>Le programme fonctionne depuis mai 2022 et dispose d\u2019un maximum de 25 places avec un soutien de faible \u00e0 erreferentzia-figura egonkorrik ez duten 18 eta 23 urte bitarteko gazteen emantzipazio-prozesuei laguntzeko eguneko zerbitzu batean egituratzen da.<br \/>Hitzartutako programa eguneko zerbitzu bat da, Gizarteratzeko Zerbitzuaren erabiltzaile diren gazteen gizarteratze-premiei erantzuteko. Zerbitzu horrek hainbat prestazio tekniko eskaintzen dizkie gazteei, balio anitzekoak, gizarte-bazterkeriako egoerak prebenitzera edo arintzera eta emantzipazio-prozesuei laguntzera bideratuak, eta banakako laguntza eskaintzen die gizarteratzeko ibilbidean.<br \/>Erreferentziazko esparru fisikoa da, eta hortik bideratuko da gazteekin esku hartzea. Estrategia hori gizarteratzearen arloan esku hartzeko prozedura espezializatua arautzen duen maiatzaren 21eko 59\/2019 Foru Dekretuaren 46. artikuluan eta hurrengoetan dago jasota.<br \/>Programak honako prestazio tekniko hauek eskaintzen ditu, betiere parte hartzen duen gazte bakoitzaren beharretara egokituta:<br \/>\u2022 Gizarte-laguntza<br \/>\u2022 Esku-hartze sozioedukatiboa eta psikosoziala<br \/>\u2022 Bitartekotza eta bitartekotza komunitate-, familia- eta bizikidetza-ingurunearekin<br \/>\u2022 Lan-bitartekaritza<br \/>\u2022 Segimenduaren balorazioa<br \/>\u2022 Bizitza independenteko prozesuetarako laguntza, arreta pertsonalerako eta etxerako prestazio teknikoak aurreikusiz<br \/>Beren esku-hartzearen ezaugarriei dagokienez, balioa gehitzen diote erantzukizun publikoko zerbitzuen hornidurari, pertsonei arreta bat eskainiz:<br \/>a) pertsonalizatua, zerbitzuak, zerbitzu beraren barruko esku-hartzeak eta hainbat zerbitzutatik egindako esku-hartze osoa pertsona bakoitzaren beharretara eta haren bilakaerara egokituz.<br \/>b) integrala, hainbat zerbitzu konbinatuz eta erantzukizun publikoko eremu edo sistema bat baino gehiago har ditzakeen gizarte-laguntzako funtzio bat bere gain hartuz.<br \/>c) jarraitua, premien bilakaerari aurrea hartuz eta erantzunak berrituz.<\/p>\n<p>Programak 2022ko maiatzetik eskaintzen du zerbitzua. Intentsitate baxuko eta ertaineko 25 plaza ditu gehienez.<\/p>\n<p>\u00bb content_ca=\u00bb<\/p>\n<p>El programa BIDAIDE s&#8217;inscriu dins de l&#8217;estrat\u00e8gia jove de la Diputaci\u00f3 Foral de Bizkaia i, en concret, s&#8217;articula en un servei de dia destinat al suport als processos d&#8217;emancipaci\u00f3 de joves d&#8217;entre 18 i 23 anys que abandonen el sistema de protecci\u00f3 i manquen de figures de refer\u00e8ncia adultes estables.<br \/>El programa convingut consisteix en un servei de dia per a atendre necessitats d&#8217;inclusi\u00f3 social de persones joves usu\u00e0ries del Servei per a la Inclusi\u00f3, que ofereix a aquestes un conjunt de prestacions t\u00e8cniques, de car\u00e0cter polivalent, orientades a prevenir o pal\u00b7liar situacions d&#8217;exclusi\u00f3 social, i a donar suport a processos d&#8217;emancipaci\u00f3, oferint-los un acompanyament individualitzat en el seu itinerari d&#8217;inclusi\u00f3.<br \/>Constitueix el marc f\u00edsic de refer\u00e8ncia des del qual es canalitzar\u00e0 la intervenci\u00f3 amb persones joves, a les quals es procurar\u00e0 les prestacions t\u00e8cniques necess\u00e0ries, amb els suports que, en funci\u00f3 de les necessitats detectades o diagnosticades, requerisquen a cada moment.<br \/>En aquest sentit, el servei no es concep \u00fanicament com un espai f\u00edsic en qu\u00e8 les persones usu\u00e0ries hagen de passar el dia, sin\u00f3 que permet articular la intervenci\u00f3 amb aquestes m\u00e9s enll\u00e0 de la pr\u00f2pia estructura del centre i en el seu context habitual.<br \/>En el servei de dia es desenvoluparan processos d&#8217;intervenci\u00f3 amb persones joves que es troben en el mitj\u00e0 comunitari, b\u00e9 vivint de manera independent, b\u00e9 en un altre context.<br \/>En relaci\u00f3 amb l&#8217;anterior, no es contempla el servei de dia com a estructura de suport a processos de persones joves usu\u00e0ries de serveis residencials, a excepci\u00f3 de la fase de desvinculaci\u00f3 d&#8217;aquests serveis amb car\u00e0cter previ al tr\u00e0nsit a vida aut\u00f2noma.<br \/>S&#8217;enquadra en l&#8217;estrat\u00e8gia d&#8217;atenci\u00f3 a persones joves de la Direcci\u00f3 General d&#8217;Inclusi\u00f3 Social, reflectit en els articles 46 i seg\u00fcents del Decret Foral 59\/2019, de 21 de maig, regulador del procediment d&#8217;intervenci\u00f3 especialitzada en mat\u00e8ria d&#8217;inclusi\u00f3 social.<br \/>El programa ofereix les seg\u00fcents prestacions t\u00e8cniques, adaptades sempre a les necessitats individuals de cadascun dels joves participants:<br \/>\u2022 Acompanyament social<br \/>\u2022 Intervenci\u00f3 socioeducativa i psicosocial<br \/>\u2022 Mediaci\u00f3 i intermediaci\u00f3 amb el mitj\u00e0 comunitari, familiar i convivencial<br \/>\u2022 Intermediaci\u00f3 laboral<br \/>\u2022 Valoraci\u00f3 de seguiment<br \/>\u2022 Suport a processos de vida independent, mitjan\u00e7ant previsi\u00f3 de les prestacions t\u00e8cniques d&#8217;atenci\u00f3 personal i dom\u00e8stica<br \/>Pel que fa a les caracter\u00edstiques de la seua intervenci\u00f3, afigen valor a la provisi\u00f3 de serveis de responsabilitat p\u00fablica oferint a persones una atenci\u00f3:<br \/>a) personalitzada, adequant els serveis, les intervencions dins d&#8217;un mateix servei i el conjunt de la intervenci\u00f3 duta a terme, des de diferents serveis, a les necessitats de cada persona i la seua evoluci\u00f3<br \/>b) integral, mitjan\u00e7ant la combinaci\u00f3 de diferents serveis i l&#8217;assumpci\u00f3 d&#8217;una funci\u00f3 d&#8217;acompanyament social que pot abastar fins i tot m\u00e9s d&#8217;un \u00e0mbit o sistema de responsabilitat p\u00fablica<br \/>c) cont\u00ednua, anticipant-se a l&#8217;evoluci\u00f3 de les necessitats i innovant en les respostes.<\/p>\n<p>El programa presta el seu servei des de maig de 2022. Compta amb un m\u00e0xim de 25 places de baixa i mitja intensitat de suport.<\/p>\n<p>\u00bb content_pt_br=\u00bb<\/p>\n<p data-start=%225813%22 data-end=%227675%22>O programa BIDAIDE faz parte da estrat\u00e9gia jovem da Deputa\u00e7\u00e3o Foral de Bizkaia e, especificamente, se estrutura como um servi\u00e7o diurno voltado ao apoio dos processos de emancipa\u00e7\u00e3o de jovens entre 18 e 23 anos que saem do sistema de prote\u00e7\u00e3o e n\u00e3o contam com figuras adultas de refer\u00eancia est\u00e1veis.<br data-start=%226111%22 data-end=%226114%22 \/>O programa acordado consiste em um servi\u00e7o diurno para atender \u00e0s necessidades de inclus\u00e3o social de jovens usu\u00e1rios do Servi\u00e7o de Inclus\u00e3o, oferecendo um conjunto de servi\u00e7os t\u00e9cnicos de car\u00e1ter polivalente, voltados para prevenir ou atenuar situa\u00e7\u00f5es de exclus\u00e3o social e apoiar processos de emancipa\u00e7\u00e3o, por meio de um acompanhamento individualizado em seu percurso de inclus\u00e3o.<br data-start=%226495%22 data-end=%226498%22 \/>Constitui o espa\u00e7o f\u00edsico de refer\u00eancia a partir do qual ser\u00e1 conduzida a interven\u00e7\u00e3o com os jovens, oferecendo-lhes os servi\u00e7os t\u00e9cnicos e apoios necess\u00e1rios conforme as necessidades identificadas ou diagnosticadas em cada momento.<br data-start=%226730%22 data-end=%226733%22 \/>Nesse sentido, o servi\u00e7o n\u00e3o \u00e9 concebido apenas como um espa\u00e7o f\u00edsico onde os usu\u00e1rios devem passar o dia, mas sim como um meio para articular a interven\u00e7\u00e3o al\u00e9m da estrutura do centro, em seu contexto habitual.<br data-start=%226944%22 data-end=%226947%22 \/>O servi\u00e7o diurno desenvolve processos de interven\u00e7\u00e3o com jovens que vivem na comunidade, seja de forma independente, seja em outro contexto.<br data-start=%227087%22 data-end=%227090%22 \/>Assim, o servi\u00e7o diurno n\u00e3o \u00e9 considerado uma estrutura de apoio a jovens que utilizam servi\u00e7os residenciais, exceto na fase de desligamento desses servi\u00e7os, antes da transi\u00e7\u00e3o para uma vida aut\u00f4noma.<br data-start=%227290%22 data-end=%227293%22 \/>O programa se insere na estrat\u00e9gia de aten\u00e7\u00e3o a jovens da Dire\u00e7\u00e3o-Geral de Inclus\u00e3o Social, conforme estabelecido nos artigos 46 e seguintes do Decreto Foral 59\/2019, de 21 de maio, que regula o procedimento de interven\u00e7\u00e3o especializada em inclus\u00e3o social.<br data-start=%227549%22 data-end=%227552%22 \/>O programa oferece os seguintes servi\u00e7os t\u00e9cnicos, sempre adaptados \u00e0s necessidades individuais de cada jovem participante:<\/p>\n<ul data-start=%227676%22 data-end=%227999%22>\n<li data-end=%227747%22>Interven\u00e7\u00e3o socioeducativa e psicossocial<\/p>\n<\/li>\n<li data-start=%227748%22 data-end=%227824%22>\n<p data-start=%227750%22 data-end=%227824%22>Media\u00e7\u00e3o e articula\u00e7\u00e3o com o meio comunit\u00e1rio, familiar e de conviv\u00eancia<\/p>\n<\/li>\n<li data-start=%227825%22 data-end=%227850%22>\n<p data-start=%227827%22 acompanhamento<\/p>\n<\/li>\n<li data-start=%227883%22 data-end=%227999%22>\n<p data-start=%227885%22 data-end=%227999%22>Apoio a processos de vida independente, por meio da previs\u00e3o de servi\u00e7os t\u00e9cnicos de aten\u00e7\u00e3o pessoal e dom\u00e9stica<\/p>\n<\/li>\n<\/ul>\n<p data-start=%228001%22 data-end=%228491%22>Quanto \u00e0s caracter\u00edsticas de sua interven\u00e7\u00e3o, agregam valor \u00e0 oferta de servi\u00e7os p\u00fablicos ao proporcionar uma aten\u00e7\u00e3o:<br \/>a) <strong data-start=%228123%22 data-end=%228140%22>personalizada<\/strong>, adaptando os servi\u00e7os e as interven\u00e7\u00f5es \u00e0s necessidades e \u00e0 evolu\u00e7\u00e3o de cada pessoa<br data-start=%228225%22 data-end=%228228%22 \/>b) <strong data-start=%228231%22 data-end=%228243%22>integral<\/strong>, mediante a combina\u00e7\u00e3o de diferentes servi\u00e7os e o exerc\u00edcio de uma fun\u00e7\u00e3o de acompanhamento social que pode abranger mais de uma \u00e1rea de responsabilidade p\u00fablica<br data-start=%228405%22 data-end=%228408%22 \/>c) <strong data-start=%228411%22 data-end=%228423%22>cont\u00ednua<\/strong>, antecipando a evolu\u00e7\u00e3o das necessidades e inovando nas respostas<\/p>\n<p data-start=%228493%22 data-end=%228618%22>O programa est\u00e1 em funcionamento desde maio de 2022 e conta com um m\u00e1ximo de 25 vagas com apoio de baixa e m\u00e9dia intensidade.<\/p>\n<p>\u00bb global_colors_info=\u00bb{}\u00bb]<\/p>\n<p>El programa BIDAIDE se inscribe dentro de la estrategia joven de la Diputaci\u00f3n Foral de Bizkaia y, en concreto, se articula en un servicio de d\u00eda destinado al apoyo a los procesos de emancipaci\u00f3n de j\u00f3venes de entre 18 y 23 a\u00f1os que abandonan el sistema de protecci\u00f3n y carecen de figuras de referencia adultas estables.<\/p>\n<p>El programa convenido consiste en un servicio de d\u00eda para atender necesidades de inclusi\u00f3n social de personas j\u00f3venes usuarias del Servicio para la Inclusi\u00f3n, que ofrece a \u00e9stas un conjunto de prestaciones t\u00e9cnicas, de car\u00e1cter polivalente, orientadas a prevenir o paliar situaciones de exclusi\u00f3n social, y a apoyar procesos de emancipaci\u00f3n, ofreci\u00e9ndoles un acompa\u00f1amiento individualizado en su itinerario de inclusi\u00f3n.<\/p>\n<p>Constituye el marco f\u00edsico de referencia desde el que se canalizar\u00e1 la intervenci\u00f3n con personas j\u00f3venes, a las que se procurar\u00e1 las prestaciones t\u00e9cnicas necesarias, con los apoyos que, en funci\u00f3n de las necesidades detectadas o diagnosticadas, requieran en cada momento.<\/p>\n<p>En este sentido, el servicio no se concibe \u00fanicamente como un espacio f\u00edsico en que las personas usuarias deban pasar el d\u00eda, sino que permite articular la intervenci\u00f3n con \u00e9stas m\u00e1s all\u00e1 de la propia estructura del centro y en su contexto habitual.<\/p>\n<p>En el servicio de d\u00eda se desarrollar\u00e1n procesos de intervenci\u00f3n con personas j\u00f3venes que se encuentran en el medio comunitario, bien viviendo de manera independiente, bien en otro contexto.<\/p>\n<p>En relaci\u00f3n con lo anterior, no se contempla el servicio de d\u00eda como estructura de apoyo a procesos de personas j\u00f3venes usuarias de servicios residenciales, a excepci\u00f3n de la fase de desvinculaci\u00f3n de estos servicios con car\u00e1cter previo al tr\u00e1nsito a vida aut\u00f3noma.<\/p>\n<p>Se encuadra en la estrategia de atenci\u00f3n a personas j\u00f3venes de la Direcci\u00f3n General de Inclusi\u00f3n Social, reflejado en los art\u00edculos 46 y siguientes del Decreto Foral 59\/2019, de 21 de mayo, regulador del procedimiento de intervenci\u00f3n especializada en materia de inclusi\u00f3n social.<\/p>\n<p>El programa ofrece las siguientes prestaciones t\u00e9cnicas, adaptadas siempre a las necesidades individuales de cada uno de los j\u00f3venes participantes:<\/p>\n<ul>\n<li>Acompa\u00f1amiento social<\/li>\n<li>Intervenci\u00f3n socioeducativa y psicosocial<\/li>\n<li>Mediaci\u00f3n e intermediaci\u00f3n con el medio comunitario, familiar y convivencial<\/li>\n<li>Intermediaci\u00f3n laboral<\/li>\n<li>Valoraci\u00f3n de seguimiento<\/li>\n<li>Apoyo a procesos de vida independiente, mediante previsi\u00f3n de las prestaciones t\u00e9cnicas de atenci\u00f3n personal y dom\u00e9stica<\/li>\n<\/ul>\n<p>En lo que respecta a las caracter\u00edsticas de su intervenci\u00f3n, a\u00f1aden valor a la provisi\u00f3n de servicios de responsabilidad p\u00fablica ofreciendo a personas una atenci\u00f3n:<\/p>\n<ol>\n<li>personalizada, adecuando los servicios, las intervenciones dentro de un mismo servicio y el conjunto de la intervenci\u00f3n llevada a cabo, desde diferentes servicios, a las necesidades de cada persona y su evoluci\u00f3n<\/li>\n<li>integral, mediante la combinaci\u00f3n de diferentes servicios y la asunci\u00f3n de una funci\u00f3n de acompa\u00f1amiento social que puede abarcar incluso m\u00e1s de un \u00e1mbito o sistema de responsabilidad p\u00fablica<\/li>\n<li>continua, anticip\u00e1ndose a la evoluci\u00f3n de las necesidades e innovando en las respuestas.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>El programa presta su servicio desde mayo de 2022.
